For me, it means 2 things. It emphasizes the importance of friendship and that having genuinely good people and true friends in your life is probably the best thing there is and that kind of 'friends-love' is priceless. At the same time it also means that the best and most successful romantic relationships are based on friendship. The best relationships develop out of being actually good friends even before any romantic ties form between each other.

When you are friends with someone for awhile you can often love them non romantically. From a romantic angle, some of the best real life relationships start as friendships and change into something more and/or the best romantic relationships are often when the couple are also friends and genuinely enjoy spending quality time together.
You cannot have love without friendship first. Real love comes from understanding, which takes time.
Friendship is kinda step zero of dating somebody. I'm not gonna date somebody that I don't already know.
In my personal opinion, being friends with a person before a relationship removes that awkward phase a fresh couple has and makes everything easier (i.e: communication, trust, etc)
